Procurement Specialist-Lab


Chemonics International Inc is hiring a Procurement Specialist-Lab will support the procurement of laboratory commodities under the Decentralized Procurement (DCP) mechanism and international procurement through the GHSC-PSM Global Supply Chain Team. The role involves collaboration with stakeholders to facilitate forecasting, supply planning, and monitoring the consumption and use of lab commodities.






Program Overview
The Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Program ensures uninterrupted supplies of health commodities to support U.S. Government-funded initiatives, including the President’s Emergency Plan for AIDS Relief (PEPFAR) and the President’s Malaria Initiative (PMI). The program provides procurement and supply chain management support, delivering technical assistance to strengthen comprehensive supply chain systems. At the country level, GHSC-PSM focuses on:



  • Global Commodity Procurement and Logistics



  • Global Collaboration to Improve Health Commodity Availability



 

 

Principal Duties and Responsibilities



  • Serve as the primary contact for sourcing lab commodities and monitoring order fulfillment progress.



  • Collaborate with the Procurement Advisor-Lab and DCP ISC Manager to ensure orders are processed and documentation complies with Standard Operating Procedures (SOPs).



  • Achieve at least 80% on-time delivery (OTD) and on-time in full (OTIF) by managing orders from request to delivery, including:



    • Ensuring accuracy of delivery and financial commitments.



    • Following protocols and securing internal (Finance, Risk) and external (USAID) approvals.



    • Tracking cycle times, analyzing risks to orders, and proposing solutions, communicating progress to the Procurement Advisor and DCP ISC Manager.



    • Liaising with GHSC-QA or FHI360 to ensure product testing and compliance with standards.



    • Monitoring supplier adherence to contract commitments.



    • Working with the Deliver/Return team to ensure timely delivery.





  • Utilize procurement tools (e.g., ARTMIS) to ensure timely and accurate order placement for lab commodities.



  • Support the Procurement Advisor-Lab in establishing and implementing Decentralized Procurement strategies for the PSM Uganda Program.



  • Participate in regular reviews and updates of supply plans for lab commodities, collaborating with the Quantification Procurement Planning Unit (QPPU) to ensure timely and accurate supply plans.



  • Build and maintain relationships with local and international suppliers.



  • Provide timely notifications of expected shipments to supply chain stakeholders (QPPU, Joint Medical Stores) to ensure warehouse readiness.



  • Conduct regular verification of GHSC-PSM procured stock at the central warehouse and service delivery points (SDPs).



  • Submit regular activity reports, including monthly and quarterly progress updates.



  • Perform additional duties as assigned by the Procurement Advisor-Lab.



Qualifications



  • Bachelor’s degree in Medical Laboratory Science or a related field; a master’s or advanced degree preferred.



  • Minimum 3 years of experience in laboratory commodity supply chain management (forecasting, supply planning, procurement).



  • Knowledge of USAID funding, contractual, and reporting requirements preferred; experience with USAID-funded health programs is a plus.



  • Familiarity with distribution operating systems, logistics, and program procurement.



  • Proficiency in MS Office (word processing and spreadsheets).



  • Strong leadership, motivation, problem-solving, and decision-making skills.



  • Experience using program information systems.



  • Excellent written and oral communication skills in English.



Level of Effort and Location



  • Position Type: Full-time (8 hours/day)



  • Duty Station: Kampala, Uganda, with intermittent travel within the country



  • Supervision: Reports to the GHSC-PSM Procurement Advisor-Lab
